In order to implement the "National "14th Five-Year Plan" for Intelligent Manufacturing Development Plan" (Ministry of Industry and Information Technology Joint Regulations [2021] No. 207), combined with the "Shanghai Manufacturing Digital Transformation Implementation Plan" (Shanghai Digital Office [2022] No. 2), to better serve manufacturing enterprises in the transformation and upgrading of smart factories, facing this The city carries out the application process for smart factory assessment and diagnosis institutions and smart factory digital transformation service providers. The specific notice is as follows:
1. Application conditions
Legal person qualifications, tax payment in accordance with the law, good credit status, fixed office space and office conditions for carrying out diagnostic work.
2. The applicant should be able to accurately understand and use the "Intelligent Manufacturing Capability Maturity Model" (GB/T 39116-2020) and "Intelligent Manufacturing Capability Maturity Assessment Method" (GB/ T 39117-2020) and other national standards, and can carry out intelligent manufacturing assessment and diagnosis for manufacturing companies based on the standards.
3. The applicant’s technical team is sound and stable, with strong professional service capabilities. It should have 3 or more intelligent manufacturing maturity (CMMM) assessors or intelligent manufacturing, industrial automation, mechatronics ,
Robotics, industrial software, industrial network and other related engineering technologies with senior professional titles or above personnel.
4. The applicant should have more than 5 smart manufacturing assessment and diagnosis service cases or have undertaken more than 5 national and local smart manufacturing-related scientific research or industrialization projects, and provide supporting materials.
5. Application units that preside over or participate in the preparation of national, local and industry standards for intelligent manufacturing or research and formulation of national and local intelligent manufacturing development plans and policies will be given priority and provide supporting materials. .
6. Applicants with R&D institution qualifications such as key laboratories/engineering technology research centers/innovation centers/functional platforms at or above the provincial or municipal level for intelligent manufacturing.Priority will be given and supporting materials will be provided.
(2) Smart factory digital transformation service provider
1. The applicant should be legally registered within the administrative area of Shanghai It has been registered for more than 3 years, has independent legal person status, has good operational and financial status, has strong technology development, fund raising, project implementation capabilities and good social credit.
2. The applicant should provide data collection, industrial software, industry solutions, intelligent equipment and robot system integration, industrial network, industrial Enterprises or units that serve various solutions such as automation control safety, industrial big data, and artificial intelligence, and have more than 3 years of experience in general project implementation, operation, and service capabilities, and provide certification materials.
3. The applicant should be a smart factory digital transformation service provider with a business revenue of more than 100 million yuan, with a staff size of more than 100 people, have an industry management system certificate, and provide supporting materials.
4. The applicant should have undertaken national and local intelligent manufacturing-related scientific research or industrialization projects and provide supporting materials.
2. Work procedures
(1) Selection process < /div>
1. The intelligent manufacturing competent departments of each district and administrative committee serve as recommendation units and are responsible for organizing the application of smart factory assessment and diagnosis institutions and smart factory digital transformation service providers in the region.
2. The applicant unit fills out the "Declaration Form for Smart Factory Assessment and Diagnosis Institution" (see Attachment 1)/"Declaration Form for Smart Factory Digital Transformation Service Provider" (see Attachment 2) and submit it The competent department and the reporting unit are responsible for the authenticity of the submitted documents and materials.
3. The recommending unit shall conduct a preliminary evaluation and strictly check the application materials of the applying unit according to the requirements of this notice, and summarize them to form the "Smart Factory Assessment and Diagnostic Institution Application Information Summary Form" (see attachment 3) and the "Smart Factory Digital Transformation Service Provider Declaration Information Summary Form" (see Appendix 4). In principle, each recommending unit can recommend up to 5 smart factory assessment and diagnosis institutions and 10 smart factory digital transformation service providers.
4. The Municipal Economic and Information Technology Commission will take the lead in organizing the selection work. Through the evaluation of basic capabilities, professionals, industry experience, product results and other dimensionsAfter comprehensive consideration, smart factory assessment and diagnosis institutions and smart factory digital transformation service providers were selected and included in the "Recommended Directory of Shanghai Smart Factory Assessment and Diagnosis Institutions and Digital Transformation Service Providers".
(2) Service feedback
1. User evaluation. After smart factory assessment and diagnosis agencies and smart factory digital transformation service providers complete the assessment and diagnosis of service objects, the transformation enterprises will evaluate them.
2. Annual evaluation. The Municipal Economic and Information Technology Commission is responsible for summarizing the evaluation information of enterprises and forming the evaluation results of annual services of smart factory assessment and diagnosis institutions and smart factory digital transformation service providers. The results will affect the selection of the next year.
3. Work Requirements
Recommended units should complete the "Smart Factory Assessment and Diagnosis" before December 2, 2022 Organization Declaration Form" (paper document in triplicate and electronic version), "Smart Factory Digital Transformation Service Provider Declaration Form" (paper document in triplicate and electronic version) were submitted to the Intelligent Manufacturing Promotion Office of Shanghai Economic and Information Technology Commission, overdue will not be entertained.
